does anyone know where i can get the tool to remove to spacer between the harmonic balancer and the oil seal.. or car you tell me how to get it off.

I'd try a little carb spray to loosen up the gunk and a few swipes with a compothane hammer.

If that doesn't work, spray it with PB Blaster, then hit it again with the compothane hammer (on the outer surface).
If it's still tight, get a small muffler clamp that will fit it, and attach it to the outside of the spacer. Then use a slide hammer hooked onto the clamp to bump it loose. You could also use a two-jaw puller instead of the slide hammer.
Once you first get it to move, it should come off fairly easily.
Put a little anti-seize on the crank before you reassemble it, and you won't run into this problem again.
