HI, I currently have my '70 302 at the shop getting machined for a rebuild. I need to replace the harmonic balancer and was looking into getting this one at summit, https://www.summitracing.com/parts/sum-163289.
1.Is this an ideal replacement?
2.This comes with a bolt-in counterweight. Should I leave this on, or remove? Product listing states "can be removed for a neutral balance application". Do not know what that means.

Depending on the year the crank had different counter weights ( I don't know when the change was )
You need a flywheel/flexplate and balancer to match the crank.
I would think the machine shop can help with this.

There are two different imbalances . Just make sure what year your engine is. 1981 and newer are 50 oz. 1980 and older are 28 oz.
