Hold off on the cam, by the time you buy springs, gasket set, timing set, etc and you'll still have to do the job twice when you do the 390.
If you think you can get the upper exhaust manifold bolts loose, I would put headers on now, and even the 4 barrel. Those two changes will make a noticeable difference for not a lot of money.
