I am going to start clean the ford to get it painted. I am going to start filling in the dents. What is the best filler to use on it. How can I get pits and rusty scratches. Would it be best to just sand the pits to metal and primer them.

Any help would be appreciated

You could sand the scratches, or try Eastwood rust-converter. To turn it to bare metal.

No filler over any amount of surface rust. Will eventually bubble up. Old-school is take it to bare metal and apply filler before primer. These days the preferred method arguably is bare metal followed by epoxy primer and then filler over the epoxy.
If you use a standard etch primer be sure not to leave it out in the elements at all. Standard primer will absorb moisture from the environment and applying the filler over that would be bad.
