Is This Normal?

My 67 F100 tailgate bulges outward at the support strap hinge points (same on both sides). The paint is worn off on the inside that touches the hinges. I’m attaching a photo to show what this looks like. Is this normal? I’m wondering if someone forced the tailgate closed and bent the metal??

No , when your straps bound up it probably push that out .
A block of wood , a rag ,and a hammer can fix that.
