quick brake question

ON the front drum brakes does the small shoe go in the front or back?

Tore my hub apart to find out why my wheel was rocking and its simply a loose nut and checked the brakes out while i was in there and everything is brand spankin new, but the small shoe is on the back and the big shoe is on the front and my dad says it should be the other way around.
i started pulling the shoes off and then he found a picture that makes it seem that this might be right.

looks like I have to tear down both sides and switch them around then

Those darn previous owners, they're up to no good.
