No clues, except to say that this is roughly 2" in diameter. What is it?

exhaust pipe to doughnut adapter thing. or a premade all steel doughnut. 2 inches is too big to be part of a bearing for the steering column.

I don't really care about brands Chevy Ford Dodge ...as long as it doesn't sound like two old dudes farting in a coffee can.

Dang it! I've been waiting for a new part to guess on and when this was posted I wasn't paying any attention. I didn't get a chance to guess.
