if the damper is bad. it might still be driven. if its nto completely broken. the dampers are a two piece thing with a piece of rubber holding them together. when the rubber fails the outer part of the damper (pulleys) wont turn. so not fan belt for the water pump. i woudl find out why he thinks its bad. start and run the car to find out if he is dumb or he is right.

try and wiggle the outer piece of the balancer from the inner both radially and axial.
