first of all, iom retired on trying to fix it, second, it just doesnt make sence. runs great with choke pulled out. ,,, push it in it does, this close to selling it and buying something to get me to work ,,,i do here a weird honk at the carb
when it turned off , like the pump maybe

if it runs good with the chole closed then you are getting too much air for some place.
carb base gasket leak
throttle bushing worn out
air/fuel screws out of adjustment.
and other things maybe.

What have you done since then?

I still think you need to take the carburetor off and go back through it.

any carb that lets anything, lawnmower or car, run better with choke "on" is running lean, meaning vacuum leak or improper carb in some fashion. Banjo.
