water leaking from engine

hey guys, right below my water pump there is water dripping and also hitting the belts and pullys causing the water to be sprayed. i wanted to know if this was for sure a water pump problem. also my top pully is making a horrible noise and seems to be loose when i am idling, is this because of the water leaking into the pully?

And when you replace the pump check the fan and fan clutch and even harmonic balancer to make sure their not off center else the wobble could kill a new water pump in short order.

Sounds like the water pump is toast with a capital "T".
