Empty the float bowl, attach a section of clean fuel hose to the fuel inlet and blow into the hose while manipulating the float up and down to see if you can spot anything significant...

alright, i sort-of tried what you said. i set the air compressor regulator to about 8psi, then blew that into the fuel filter on the front of the carb. the needle easily stops the flow of air with minimal downpressure (basically me just touching it). im kindof at a loss here. none of this makes sense. the only thing i though that might be causing this problem is this:
the float rests on a brass rod, which sits in a cradle in either side of the bowl. what if the brass rod is raising higher in the cradle when the float goes up, causing the needle to come out of the seat as well? does that sound possible? and if thats whats happening, any ideas on how to keep the brass rod fully seated?

If I remember correctly, there should be a small stainless steel clip holding the float pivot rod down...
I just looked at your pics. The clip is flopped over to the float. Flip it back over and clip it in the groove at the top of the brass valve seat...
Prolly gotta unclip it from the rod to get it underneath the stainless tab that is over the needle...

yep. i feel like an idiot now. in addition, im pissed because ive wasted multiple days of my life on this. im also quite happy. crazy how something so simple and so small can fix such a major problem. thanks for all the help.

i tell you what... this whole engine swap deal has been a learning experience. thats for sure. its really nice to finally be running. now for tuning... well, i guess trial and error ought to get me there.

This is actually a fairly common problem....quite a few members have posted similar question. Just for future reference, this is the clip you need to be sure you've got properly installed. Otherwise, the floats will lift the shaft...and bring the needle valve with it, meaning it can't stop the flow of fuel when it's supposed to.
