X-exhaust vs. H-exhaust

I know how the x-exhaust pipe works to help suck out air.
The question I have is: does the H-pipe suck air out the same way, or is there another purpose for it?

The "H" pipe is just a balance tube.

well the first one helped alot but the second didn't have anything to do with pipes.
