Should washers and/or lockwashers be used on engine towers?

Recently I bought some larger Nord-Locks and this time they came with instructions. Interestingly, the instructions recommend using two Nord-Locks on bolts that go through a hole (bolt and nut combos): one under the head of the bolt and one on the nut side. Here's where I'm reading this:
Since I know you're a very experienced machine guy I thought I'd ask you about this. Do you agree that two Nord-Locks should be used in situations where a bolt goes through a hole and his held by a regular nut on the other side?
If this is really true, then I've got some bolts to take apart and re-do.
