You can use several different photo editing software versions, (I use pictureperfect). Most digital camera software versions come with a disc with this type of software. Or use photobucket, (free account) to also do so.

search pixresizer on this site. A pretty simple little photo resizer that Keith found and posted.

Personally I use Photobucket for storage so I can find my pics easier for use on many forums.

Depending on what you run on your PC you may have a program that you can use to resize or change the pixles. Such as paint ect.

If you decide you ever want do some photo editing there are a couple free programs you should check out.
1) PhotoScape: Very easy to use, small learning curve. Great for light editing. FREE
2) GIMP 2: Powerful photo manipulation program, if your familiar with Photoshop you should have no problem. FREE
I use both along with photoshop depending on what I want to do.
