That's your rear axle vent tube. Jeff's Bronco has them. https://shop.broncograveyard.com/9-Axle ... gICHPD_BwE There's a hole in that brass brake line fitting. The vent tube fitting slides through that hole and threads into your axle housing. Use some thread sealant on it. A rubber hose then connects to the nipple on the fitting and is clipped up on the frame crossmember. The brass fitting is part of your brake hose. https://www.summitracing.com/parts/dhb- ... 100-pickup

That is correct. It's just to vent the axle housing. Hangs open ended with the other end clipped on the frame up under the bed. Some people just let it hang down or cut it short and let it stick straight up. This photo is for a 2004 but principal is the same.

Do yourself a favor guys...
You'll only be beating your head against the wall one time trying to figure out why your rear axle seals are blowing every year or so. Then you'll find where the dirt dobbers / mud dobbers / black wasps have built themselves a nice nest in your open 3/8" axle vent hose resting peacefully in your frame rail.
Hook up a cheap, (Summit has them / NPD has them / big box auto parts stores have them) vent filter at the end of the line and forget about your axle vent ever failing again for the life of the truck. My water crossings in Florida had me running them up into the cab under the dash, (6 foot canal crossings to get the the hunt camp).
Here's one of the filters:
